城市的发展与社区的发展紧密相关,改善社区治理是城市治理现代化的重要步骤。传统的社区治理面临突出的亟待解决的问题,智慧社区已然成为社区未来的形式。从现有的两个智慧社区的治理经验中发现,智慧社区治理内容主要包括社区公众服务智慧化、智慧式参与协商、政府职能智慧化、社会力量参与治理。基于此,当前智慧社区建设应从智慧社区治理工具的完善、治理角色的转换、治理方法的转变和治理理念的变革这四个关键问题入手。
Abstract：The development of a city is closely related to the development of its communities and improvement of commu-nity governance is an important step in the modernization of urban governance. Traditional community governance is fac-ing some outstanding problems whilst smart community is becoming a form of communities in the future.From the gover-nance practice of two smart communities,this paper finds that the content of governance mainly includes smart publicservice,residents' smart involvement in community affairs,smart government functions,and non- government sec-tors' participation in community governance. The paper further proposes that the construction of smart communities should work on four key issues:improving governance tools,converting governance roles,updating governance meth-ods,and redefining the concept of governance.
