湖北经济学院居家养老课题组对武汉市7个城市社区的居家养老服务进行问卷调查,发现居家养老服务存在专业养老设施闲置,社区养老服务人力与资金不足,心理咨询类、护理康复类服务缺失,社区日托中的法律问题亟待解决等问题。由于政府行为的"普遍性"与"局限性"难以对多元化的居家养老服务需求做出及时回应,因此设想构建一种多元共治的新型居家养老服务体系——政府财政出资,社会组织承担,社区整合养老资源,企业与社区、社会组织对接服务。
Abstract：A questionnaire survey of home-based care services in seven urban communities in Wuhan City finds that some professional facilities are laid idle;manpower and funds for senior citizen services are insufficient;psychological counseling and rehabilitation nursing services are missing;and many legal problems in community day care remain to be solved. Meanwhile,due to its nature of universality and limitations,the government is unable to make timely response to the wide range of home care service needs. Therefore it is necessary to establish a multi-governance home-based care service system in which the government provides the fund,social organizations take charge of the overall operations;communities integrates home-based care resources;and enterprises collaborate with the communities and social organizations and provide the services.
